yup, it's mcreyes time
[Gabriel knows that he may have miscalculated. He'd done what he had to do, and he has no real regrets (he never does), but several months into Blackwatch's suspension, he's starting to think about whether or not he could have gone about things a different way, if only because of the net result of his actions. Jack was right to put a pause on their operations from a political standpoint, even if Reyes will never say it out loud--the real problem is that Gabriel has never cared for politics, and Overwatch has effectively neutered itself. Much of the effectiveness of the organization was thanks to Blackwatch's clandestine intelligence, and without it (or at least, without some of it, because Reyes isn't about to fully obey a suspension order), everyone is flying a little more blind than they're used to.
And, of course, Gabriel takes great pride in Blackwatch's indispensability, enough to consider himself justified, from Venice to this current predicament and beyond, even if it's resulted in temporary inconvenience for everyone.
What's brewing in London is not a surprise to him, and it's only a matter of time before things come to a head. Without eyes in the field or ears to the ground, he can't be sure of what's coming, but London's mayor has signed off on Turing Green, a groundbreaking is imminent, which means a backlash is also imminent. They don't have a lot of time before something snaps, and Gabriel would rather cut it off at the pass if he can, even if their usual missions are most certainly out of the question.

[Gabriel is kicking back in the observation deck of Blackwatch's training range, watching Genji go through the motions below while McCree fiddles with his gun, presumably so he can go next. It's all pointless, but without any real missions on the docket, hanging around and keeping their skills sharp is the best thing they can do, even if they're all being a little halfhearted about it. Turns out a suspension directly caused by Reyes' extrajudicial killing is not so great for morale.
He tilts his head lazily in McCree's direction. It's not a request--Jesse is still mad at him, Reyes can tell, which means he isn't going to approach this like it's open for discussion. Besides, all of his agents are wasting away. He's banking on McCree being bored enough and curious enough to be amenable to the idea.]
